Methods

The study uses different methods, both documents and register studies

have been used as well as an examination of judgments from the

Administrative Court of Appeal and the Supreme Administrative Court.

A register on wages and salary structures has been obtained from Statistics

Sweden (SCB) with information on the employed within municipalities and

county councils.

Findings

The study finds that there is a legal uncertainty surrounding on what

grounds temporarily employed people should be granted sickness benefit

— i.e. when is a temporarily employed worker considered to be employed

and when is he or she considered to be unemployed according to the

sickness insurance legislation?

The study also finds (which is consistent with previous research) that the

temporarily employed examined in this study have fewer days of sickness

benefit than the permanently employed; but when they do receive sickness

benefit, it is for the same diagnoses as the permanently employed.
