The lack of a strategy to coordinate city centre retail has led to
the current situation where consumers prefer to shop at the
nearby out-of-town shopping centres. The proposed master
plan consists of different design-interventions and alterations
of the urban space and existing building stock that can assist in
counteracting the diminishing city centre retail. The inner city
area of Moss should contain a greater variety of programmatic
content to accommodate varied user groups, which ensures
usage of the public space also after business hours. This design
proposal investigates a broad range of programmes including
leisure, retail, culture and housing and proposes changes to the
existing urban space structure to remedy the current state of
Moss’ inner city retail.
