Summary
Parental Responsibility for Assistance Benefit
The Swedish Social Insurance Inspectorate (Inspektionen för
socialförsäkringen, ISF) is an independent supervisory agency for
the Swedish social insurance system. The objectives of the agency
are to strengthen compliance with legislation and other statutes, and
to improve the efficiency of the social insurance system through
system supervision and efficiency analysis and evaluation.
The ISF’s work is mainly conducted on a project basis and is
commissioned by the government or initiated autonomously by the

Background
People with disabilities can receive compensation for costs for
personal assistance care, either from the state or from the
municipality. If the need for support is minor, the recipient can be
granted personal assistance care or be compensated for the costs by
the municipality. Recipients with major needs for support can be
granted Assistance Benefit (assistansersättning) by the Swedish
Social Insurance Agency, henceforth referred to as the Agency.
Assistance Benefit can also be awarded to children. When making an
assessment of children’s need for support, the Agency are obligated
to account for the needs for support that children without disabilities
normally have; i.e. support beyond regular child-rearing, which is
referred to as parental responsibility.
