SCIBE explored the relationship between scarcity and
creativity in the context of the built environment by
investigating how conditions of scarcity might affect
the creativity of the different actors involved in the pro-
duction of architecture and urban design. The research
had two complementary strands. First the development
of a theory of scarcity relevant to the production of the b
uilt environment and second an analysis of case studies
in four European cities: London, Oslo, Reykjavik, and
Vienna. These two strands informed each other, and
resulted in a productive understanding of scarcity that
would have relevance to practitioners and policy makers
in the built environment.
